Bolstered by their strong corporate and consultancy culture, Frédérique Garnier, Elise Boustière and Sandrine Mathieu-Begnis founded the ELSE law firm. With the firm belief that employment law can be a growth driver for companies (even more so given the recent changes in legislation), the company’ teams provide its clients with innovative, pragmatic and workable solutions in all matters of employment and social security law.
- URSSAF social security advice and litigation
- international mobility
- advising foreign companies
- restructuring projects (job preservation schemes, collective contractual termination agreements etc.).
Elise started her career as a legal expert for an investment fund.
Eager to keep ties with the business world while at the same time practising as a lawyer, she oriented her work towards the area of labour law, both at PwC and later when she joined the employment law department of an independent business law firm in 2013.
With the creation of ELSE, she is part of a common desire to fully satisfy companies’ needs and to provide cutting-edge expertise in matters of employment law.
In this way, Elise assists the firm’s clients in all areas of labour and social security law legislation.
She provides companies with advice on various matters including international issues (mobility, expatriation, managing staff relocation to France).
Elise is a member of the MAABN (Mediterranean Anglo-American Business Network) and of the Business Professional Women network.
She is also a teaching assistant at Aix-Marseille University.

After her first professional experience as a legal expert at an accounting firm, Sandrine joined an independent business law firm when its employment law department was first set up.
From the very beginning of her career, she has focussed on acquiring an expertise in both employment and corporate law, which today gives her a cross-disciplinary view on her work in matters of labour law.
Setting up the ELSE law firm was consistent with her desire to be as close as possible to the issues facing companies and to provide them with active support on a daily basis.
Deeply involved in community work and professional networks, Sandrine is part of a BNI (Business Network International) group and member of the Business Professional Women network and has chaired her bar’s young law professionals’ union (UJA).
She also teaches at Aix-Marseille University, at the ESPI and at the ENADEP.
- Collective bargaining (working hours, quality of working environment (QVT)
- Job preservation / voluntary redundancy schemes, collective contractual termination agreements)
- Staff representative body management (agreements relating to works council functioning and scope of action, compulsory annual negotiations).
Frédérique started her career at the Barthélémy & Associés law firm.
She worked as South-East France area director at PwC before joining in an independent business law firm in January 2013 to set up its employment law department.
At ELSE, Frédérique continues to pursue her goal of providing her clients with a high level of expertise and a strategic vision of employment law, thanks to an independent structure dedicated to labour law issues.
Her work takes her all over France, although most of her time is spent in Paris and the South East.
Frédérique is a member of the ANDRH and the Avosial network.
She is also a teaching assistant at Aix-Marseille University.
